Updates are only available through the 
BCS Product Support Center

You must have a valid support center login and password, and a current
support plan to be able to access the updates. You should have received
a letter from the support team with your User ID and password.

The updates are now also specific by agency and you will be unable 
to install the update if your support plan is not current. Installing an
update without a current support plan will lock you out of the program.
